From April, Ireland, as a country of VAT refund will require copies/scans of the invoices to be attached to appications

Ireland amends the date of application of the preferences to VAT-Refund applications submitted to Ireland as a Member State of refund. The amendment making it compulsory to attach copys/scans of invoices to applications will apply from 4 April 2020.
